You can get around the city via Taxi or Jeepney.

TAXI

  Taxis here are very cheap. Going around the city wouldn't take you more than Php 100. However, if you're coming from the airport, it will take you more or less Php 200.

(Tip: DON'T take the yellow taxis from the airport. They're expensive. Go up to the Departure Area to find the white metered taxis. Also, always insist on metered taxis. Cars with fixed prices will definitely overcharge you).

JEEPNEY
  
  To experience the local life and the Filipino culture, try riding the jeepneys for only Php 8! There are different codes for different routes. Listed below are some of the useful jeepneys to take you around:

04 C - Colon - Ramos - Mango - Lahug
04 H - Colon - Jones - Escario - Lahug - Nivel Hills
04 L - SM - Lahug - Ayala
12 L - Labangon - V. Rama - B. Rodriguez - Mango - Ayala - Escario
13 C - Talamban - Banilad - Ayala - Colon
17 B - IT Park - Lahug - Escario - Jones - Colon
17 D - IT Park - Lahug - Escario - Jones - Colon
17 C - IT Park - Lahug - Gorordo - Mango -Ramos - Colon
21 B - Mandaue - Ayala - Colon

AIRPORT - CEBU CITY (Ayala Mall)

Feeling adventurous? Let's guide you on how to get to the city from the airport using the jeepney!

1. Find the yellow (mini) jeepney at the departure area that will take you to Marina Mall.
2. Find a jeepney across Marina Mall that goes to Mandaue Highway. The dispatchers usually yell out "Highway-highway-highway!" Stop at Jollibee, corner A.S. Fortuna and Mandaue Highway.

3. Ride the 21 B jeepney or any other jeepney that will take you to Ayala Mall. From there, you can go to the terminal and choose your next destination! 

CEBU CITY (SM Mall) - AIRPORT

1. Find your way to SM mall, wherever you are. From there, you take the V-Hire that will drop you off Marina Mall.
2. Take the yellow (mini) jeepney to the airport. You can opt to walk too. It's not that far.
